    If they converted Glocks into Full Auto but the person that bought one didn’t own a Glock are they still illegal? I understand constructive possession but are the devices by themselves illegal?

    No, that's not it, somewhere in my past, this one is associated with the word, "opinions", "...Everybody has one."
