That should be a collectors item just because it has Wash D.C. stamped on it. I wonder how long ago that was.

The serial number on this Star PD dates it to the 1977 time frame.
There should be a date proof, probably on the frame under the left grip.
Garcia went out of business in 1978 so that's puts a limit on it.
They were big importers of Star pistols in the 80's and 70's (and in direct competition with Interarms of Alexandria, Va).
Now back to your regularly scheduled programming ...
I have 2 Star Model 43 handguns and they are very well made, I would jump on that one if I had the funds available.

Where are you getting your serial number dating info from?
I dated mine from date proof under the grips.
