Yeah, but somehow Walker lost and now their new governor is a turd who is dying to start stripping away their rights and raising taxes. Luckily for them he doesn't have the votes to get it done.

I don't think it will on it's own. We would need to get a campaign going to get anything beyond what is there.
The state still has to pay 10%, so no.
