    You Can't sell or transfer it !! It you do you need a ffl manufacturer license .

    You can't make it with that intent. If your intent is to make for transfer, then you need FFL.

    Read the ATF guidance - if you make for personal use, then decide later to transfer, you don't need FFL.

    You also do not need to serialize it in order to sell it at a later date.

    All the language pertaining to serializing requirements is only for licensed manufacturers.

    I'll walk that line with maryland laws, but not on federal laws.

    No Laws broken if you sell. What line would you be speaking of? Something that 20k MDS members don't know?

    There is no walking the line or "loop hole".

    It is a matter of following the law.

    If something is not illegal, it is by nature, legal.

    I did not say for an inter-state (or is it intra state when selling and both parties are of different state residents) that you have to do the transfer through FFL, all I'm saying is that a serial number is not required.

    Also the HBAR requirement only applies to 223/556. Alternate calibers like 300BLK, 6.5 Grendel, 6.8 SPC, 762x39, 224 Valkyrie, 22 Nosler, 277 Wolverine, 25-06, etc... do not need to abide by the HBAR requirement.

    D**n, I built a non 5.56 and specifically made sure Hbar was on receipt. I'll know better next time, was a lot of extra effort.
