The USPS should have given you a Certified Mail receipt upon mailing.
That, along with a copy of your letter is all the proof you need.

+1 You only need to prove it was sent not prove it was received. Even if the BATFE sent it back to you unopened you still sent your application before October 1st.

This is what I got today:

    Mr. Xxxxxxx,

ATF's position regarding Maryland’s new law is posted on our public website in a Special Advisory issued by our Office of Public Affairs. I have included a hyperlink to the advisory for your convenience below.

    https://www.atf.gov/news/pr/maryland-law-restricting-rapid-fire-trigger-activators

I trust this advisory clarifies ATF’s authority and your submission is therefore returned without action. Please let us know if we can be of further assistance by contacting us at (202)648-7190 or FIPB@atf.gov.

    Regards,

    Helen Koppe
    Firearms Enforcement Specialist
Bureau of Alcohol Tobacco Firearms and Explosives

    ----------------------------------------------------

So I'm just going to keep it in my file box. I figured this is what is going to come out of it.

    Sigh.

Still, we will see. I had one of the Republican reps in the MD house tell me that when he voted "yes" for this bill that it was because "the ATF is going to ban them anyways before the bill takes effect."

Too bad none of the other R's who voted for the bill bothered to actually read it first, to see what other "goodies" got snuck in by the D sponsor.

    For sure an interesting read:

Maryland residents who intend to file applications with ATF for “authorization” to possess devices covered by the statute should be aware that ATF is without legal authority to accept and process such an application. Consequently, ATF respectfully requests that Maryland residents not file applications or other requests for “authorization” from ATF to possess rapid fire trigger activators as defined in the State statute. Any such applications or requests will be returned to the applicant without action. ATF regrets any confusion and inconvenience caused by the provisions of the Maryland statute that mistakenly indicate ATF has the authority to approve possession of devices covered by the statute.

I sent a request to FIPB@atv.gov and didn't get a response, then I checked my spam folder. This is what I received 3 minutes after sending them my application- including my subject line in their response...

    to me

Thank you for your recent inquiry to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Firearms Industry Programs Branch (FIPB). It is the goal of FIPB to respond to requests from firearms industry members and the general public within 120 days of receipt. Although FIPB generally exceeds this goal, its ability to respond to such inquiries is impacted by a number of factors, such as available staffing resources, the sufficiency of information received from the requestor, existing precedence, necessary technical research, and any applicable legal review process.

Thank you for your inquiry and your cooperation.

Along with the email I sent (3 minutes prior w/same subject line) it is good enough proof for my purposes.

So is FIPB@atf.gov the best email to send a copy of my letter?

That's where I sent mine after a helpful post from Babalou. You'll get two responses. First you'll get the auto-reply that SquareGrouper posted below your post. Then in a day or two, you'll get the personalized response that River02 put above your post, and they will include your initial inquiry below it with a time and date stamp.

I also copied a different email address of mine (a Gmail address) as well as another third party in MD who I could also provide evidence that I submitted my information in a timely manner (if you're reading, you know who you are ).

I just re-read MSI's writing and something on BATFE's website and they both stated before 10/1/2018. Conversely, the MSI application specifically states "SUBMITTED ON OR BEFORE OCTOBER 1, 2018"
Even though I applied because I lubricate my firearms, I think the deadline ended at 11:59 last night.

I'll be doing some fast shooting today, is anyone brave enough to shoot tomorrow? Probably will not need your proof of application until your court date. ?

I realize that you're being sarcastic but please people, ratchet down the paranoia. MSP hasn't even gotten directives about this law. The gun unit has way more pressing issues to deal with. No one will be staking out ranges to see if you have an evil stock or trigger. He'll, 80% of troopers have no idea about this law.
