    Some states have Constitutional Carry (Which all states should be), some have shall issue, a minuscule few have may issue. Maryland has Clown Issue. No disrespect to the rank and file police officers who stand by us.

    No disrespect to clowns either. They entertain us without taking away our constitutional rights.

    That ship has sailed.

    If you are challenging restrictions as a business owner, will OAH require you lawyer up at the hearing if you are not sole owner of business?

    FWIW, I was at a Circuit Court hearing last week of September, where MSP challenged HPRB lifting my restrictions. After the hearing I asked the AG if they intended to appeal the future cases to OAH, and was adamantly told affirmative. I didn't doubt this simply because they were willing to file against me in Circuit Court which is more cumbersome, and an appeal on the record. Appealing to OAH is simpler, and doesn't even consider any reasoning of the HPRB.

    What an incredibly stupid use of resources. Going to all that trouble to make sure someone who's already been vetted and investigated arguably more thoroughly than a basic Secret Security Clearance candidate and been granted a permit, just to make sure they don't have some restrictions lifted on it.

    Budget time is coming up for MSP. I think it may be time for folks to start asking some questions about how they're spending money and where their priorities are. Ditto the Attorney General's office. Nothing against the everyday Troopers working hard. But the general assembly should really be asking some tough questions of the MSP brass when they come asking for money for firearms licensing to engage in activities like this instead of other things.

    If this is done by a small minority at MSP they certainly have the market cornered on power to revoke rights of rabble at the behest of their masters.

    I wish the Constitution supporting majority at MSP would act.

    This. The sad part being that if MSP were smart, they would make a recommendation...but leave the actual decisions to the HPRB. Which leaves MSP with clean hands.

    You are correct about the rank & file. The Superintendent serves at the pleasure of the Governor. If the current Governor wanted to he could make some changes that would benefit the people of the Maryland. I would like to see a copy of the HB/SB that made the 7 day waiting period a Law.

    It's in the statute books . The Bill File is available to the public at Library in the Dept of Legislative Services Bld ( next to Lawyer's Mall , between the House Ofc Bld, and the State House .

    While you're there , look up both the 1966 Law for the waiting periods , and the 1972 law establishing the W&C system .

    So looking at the new law it reads;

    Within 90 days after receiving a request to review a decision of the Secretary,
    the Board shall:
    (1) review the record developed by the Secretary; or AND
    (2) conduct a hearing.

    When it comes to hearings, appeals etc. in this venue, they are all just suggestions. I think people are waiting 9-10 months?
