      If someone in maryland has pre-2013 lowers can they build them as AR pistols? Thanks

      I bought a lower on 2/13 and I believe the 2013 laws went into effect in May that year. Can this lower be built “any” way I want within nfa regulation or does it need to be a HBAR? I guess what I’m Asking is did the law go into effect retroactively to the beginning of 2013 or only...
