One thing that may be worth mentioning is I doubt calipers that cost less than a couple hundred dollars are especially accurate in the thousands of an inch range. So a .005 difference wouldn't freak me out.

Yeah, my experience has been that Midway is bad about back order dates. For stuff they have in stock they're awesome, but I've seen dates slip on the few items I bought on back order. I ended up canceling each order and getting a different product or buying from some place else.
There was a guy with 4 K31s for $250 ea. They were still there around 1000 or 1030 when I passed the table. There were also a few more dealers with K31s but they were more expensive and looked to be in worse shape.
If the issue is keeping it dry, why not place the powder (in the original container) in a gallon size zip-lock with the desiccant? That way it's not in a rigid enclosed space.
Another vote for Jessup Coin and Pawn. It's actually $40 for non-regulated and $50 for regulated. I've done a pistol and a shotgun through there this year. It was quick and friendly.
