      This. If you want a tricked out 10/22 you'll probably end up replacing everything except the receiver and possibly the bolt anyway. So just buy those, and, if you don't want to keep the Deluxe, sell it on to fund part of the build.

      Federal law. ATF Form 4473 question 21(d) specifies conviction for a Felony or "any other crime" (e.g. a misdemeanor) for which you  could have been sentenced to more than 1 year in prison. So this depends on the max sentence for the state in which one was convicted.

      Thanks. Had I been well informed enough when I moved to MD in 2010 to have bought one or two, I'd definitely be saving them for non-HBAR builds. I dont mind my 16" HBAR, but not having a pre-2013 lower, if I build a 20" I'll probably feel compelled to shell out the extra bucks for a fluted HBAR...

      I think you're in the clear if a dealer makes the transfer - it's exactly what they're trying to force people in free states (i.e. not Maryland) to do with this regulation.
