I would definitely recommend the benchtop cabinet over the pot blaster. I have a large cabinet blaster and change the blast media only maybe once a year.

I have an older milsurp ultrasonic cleaner (it was for cleaning diesel injectors) that's pretty powerful and I used Simple Green in it. Very effective.

A 16' Lowe with at least 20 HP on the back will get you started...but IMO that's still small for bay and lower Potomac waters. But it'll do if you carefully observe the weather.
