There are other features that would over ride that one item, I think. Besides, the action says it is a polytech. I think that is as far as an FFL looks.
It may not be binding, but try to get an FFL to order or accept a shipment of one that is banned on the list or not on the list and they will laugh at you!
The MD list is crazy. It was put together by politicians who don't really understand guns. The M1A is banned as is the M14 (of course). If you look up the Polytech M14 is is listed as not banned. The Norinco is not on the list. That means if you want a Norinco, you must submit all sorts of BS...

The previous owner had the bolt assembly replaced with a USGI assembly. WarBird did all the customizing on this weapon.That had a lot to do with me buying this one.

My problem sort of self corrected. I removed the stock and fitted the mags in the receiver with no stock. They fit nicely. When I reassembled it, the mags fit, but a bit tight. I don't know what happened.

The receiver does not have the same diameter. It has a much larger diameter in front of the bolt than behind.

I can't zero it. Not enough internal elevation in the scope. This rifle was not built for a scope, so I have to use what is available and make adjustments.
