Yes, Shultz was LW; you can see the gull collar tabs of his rank insignia in that pic. The LW was in charge of the prison camps for enemy pilots and aircrew, such as Col. Hogan. I'm not sure why Lebeau would have been there.

Towards the end, the SS accepted a great many foreign troops, but none of them were the elite combat formations like LSSAH, Das Reich, or Totenkopf, other than Wiking, the division made up of Scandinavians.
