It's civilian transferable, registered prior to May of 86. It's a Ramo built gun that was bought as an investment and never removed from its shipping crate.
Has anybody seen or received an atf determination letter as to the removal of the pin in the back of the receiver, under the rear sight on the SP5K pistol? Without removing it, an unmodified full auto bolt carrier can't just be dropped in place of the semi.

You can mill the lower to M16 specs with the exception of the auto sear hole. That one feature in and of itself makes it a machine gun. Most all run of the mill upper receivers are already clearanced to M16 spec for the sear trip.
As long as the short upper is only attached while the registered link is in the gun you're fine. You shouldn't even have to worry with constructive intent because of the fact that you own the registered lightning link.
