The AG issued an opinion on what the law means. The agency responsible for enforcing that law issued a statement on how they intend to do that. There is no confusion among those who understand how government works.
The police have discretion, whether it is in the realm of traffic laws or the realm of firearms laws. That was my point, to make an analogy, not to compare the two different types of laws. Analogy...comparison...two different things...

Probably because they didn't know at that time that the policy change was forthcoming. This reinforces my conviction that the MSP merely implemented a policy change that the Governor, and perhaps the AG, decided to order.
Because elected officials don't like to be embarrassed.

Let me offer an analogy. Speed cameras in work zones are set to take your photo when you drive 11 miles over the speed limit. If you do 60 in a 55, you are breaking the law, but the state won't enforce it. This is the same situation...
