Description indicates a monolithic lathe-turned projectile, likely a non-starter for the larger producers. Modern cnc equipment could match the precision, but difficult to scale for non-specialty applications.
I like the idea in general, but think depending on homeowners insurance is dicey. You'll likely only have a small subset of underwriters open to this, so it might streamline things if part of the dues fund a rider for each member on the facility coverage.
I took the Advanced Maintenance Class in October, and the CMP folks were doubtful they'd ever see carbines in any significant numbers. I hope they are mistaken, but definitely get your papers together for a Garand.
You've indicated a desire to avoid an FHA loan, but I believe there are conventional loan options that are available (w/ PMI) at higher than 80% LTV. Initially purchasing as a primary residence opens up finance options considerably.

Surplus arms available?
I was curious if you can get surplus arms from your distributors, and/or if you offer transfer services. I've been eyeing the Star model Super B (9mm) and the P-83 Wanad (9 x 18 Mak), for example.
They had a lot of no-shows for table vendors, but I think it's worth
attending so next year it might get more support. Besides, you'll have a better chance at the raffle.
I got a RIA 2011 Tactical this spring from Classic Arms & transferred at Estate Brokers of MD. It was sopping with oil out of the box, but shot and fed well. It looked to beating up the brass a bit, but was great fun to shoot. Recommended.
I was curious if anyone had tried out one of the Excel Arms Accelerator rifles; the MR-22 is chambered in 22wmr and looks pretty interesting. It's piqued my curiousity at this point, and I'm hoping some of you may have crossed paths with this rifle and can share some impressions. Cheers.
