I think you are mixing up 2 different things. Stripped lowers are only allowed to be sold to people 21 and older federally because you could assemble that lower into a pistol which you'd have to be 21 or older to purchase. Federal laws have nothing to do with Maryland's regulated and non...- JR9390

I cant blame any dealer for not wanting to even chance releasing a regulated firearm on the 8th day without a NICS # from MSP. If some bureaucrat doesn't like it the headache the dealer will get isn't worth the 30-40 days they saved you.- JR9390
