With a long gun, you could meet in the middle at an FFL for a legal transfer. A handgun must go through a FFL in the buyer's home state.

The 10-22 is a very adequate plinker. It's not a target gun, but works pretty well without any bells and whistles. And if it doesn't shoot as well as you want, upgrades are cheap and easy. Stocks, barrels, triggers, sears, you name it.
