Try some PPU 7.5x55 I find it shoots well out of my 96/11. It will also be easier to find and probably be cheaper than real GP11

I thought the same thing, the actual limiting factor in the steel challenge rules was the velocity is just too high, rule 4.1.5 says maximum for pcc is 1600 FPS

For example .30-06 with a 150 grain bullet at 2800 fps would be PF = (150*2800)/1000 = 420 power factor
