.308 sniper rifles had used a 400 yard zero for years. If the target shows up close, a slightly low hold makes the connection and for the longer shot of opportunity, one need only hold a little high....

If you are getting 1-1/2" groups at 100 yards with your PPU, you're doing fine. Making small headspace adjustmentsnad/or looking for a bolt with squared lugs and bolt face is not going to affect this...

I mainly use Varget for both .308 and .223 match loads, but RE-15 is SOOO close that they are almost interchangeable in there two cartridges. I lean toward Varget due to temperature stability.
