I have both smooth bore and rifled but with iron sights. Both are accurate out to 75 yards with varying ammo. Sounds like the scope has issues.

.357/.38. Setup properly it would be a good competition rifle if he wants to shoot cowboy matches. 38's are cheap to load for plinking as well. I have one and it's a great gun.
