Out here in Fredneck County, we have Sheriff Jenkins. He has come out and stated several times that if he could get away with it, he would issue CCW to county residents. He is a good guy.

Yes, you need a cover garment, unless you are shooting the classifier. Granted I have been to some matches where they went without, but this was usually due to the heat.
