I'll agree it's an FU to the NRA, but thinking arout ranges, it might affect more than you think. If a range is in a strip mall of 10 stores, each store would only need 5 employees each to hit the limit. Do they consider the building only the part occupied by the range or the whole structure?

Check out Potomac Valley Radio Club. They run a huge field day somewhere in Howard county. Last year there were doing W1AW/3 for field day running 24 stations. Just their portable antenna set up is impressive.
I shoot steel at the AGC a lot. They only allow rim fire on steel which, for me, means .22. I use steel plates with chains and "S" books on each end and haven't had a problem. If you're using a wood frame, it'll get torn up by the fragments from the bullets.
