      i am pretty sure this is meant to only apply to residents of the state. its to make sure residents get the NC permit instead of bypassing and getting any other state. remember last year nc passed a law that recognizes any other states permit

      I am not sure it needs shipped, there is no reason you and your dad can't show up at an FFL in MD and do a proper transfer, wait the 7 days and then take possession. If i am wrong here please fill me in on the MD law or Fed law that would prohibit it.
