Unless you're buying a fully-formed AR pistol, an HQL isn't required. A lower with a stock, however, transfers as a rifle. A plain lower would transfer on a 4473 as "other."
For out-of-state moves (even temporary), suppressors and AOWs don't require a Form 5320.20, and in-state doesn't require notification at all. However, SBRs, machineguns, etc., all require a Form 5320.20.
