      Negative. The SCAR 17S ships with a compensator/muzzle brake from the factory. There's a letter from the ATF saying it is NOT a flash hider.

      An M14 isn't on the banned list, is it? Unless you were to get a model with a folding stock on it or that's somehow under 29"? Please correct me if I'm wrong.

      This is the bit that interests me. The bill very explicitly talks about "long guns" and "certerfire rifles" as being subject to these restrictions.
