Bertfish... MSP has two classifications. I emailed MSP myself about a month back asking what the difference was. Hope this helps!

    From the MSP webpage:
Certified Qualified Handgun Instructor (QHIC)- Is a person whom the Maryland State Police has confirmed as being certified by either the Maryland Police and Correctional Training Commissions or a nationally recognized firearms organization as a firearm instructor. A Certified Qualified Handgun Instructor may instruct Handgun Qualification License applicants and Handgun Wear and Carry Permit applicants.

Licensed Qualified Handgun Instructor (QHIL)- Is a person license by the Maryland State Police as a firearm instructor who may instruct Handgun Qualification License applicants and Handgun Wear and Carry Permit applicants.

    My email:
    Good Afternoon,

I am looking to submit to be a firearms instructor but am looking for an explanation between the QHIC vs QHIL. There appears to be no difference when I read the website, as both are allowed to instruct HQL + Handgun Wear & Carry classes.

    Thank you for your help.

Here is what they wrote back:
    Good morning,

That is correct, both the QHIC and QHIL allow you teach/ instruct for the HQL and Wear and Carry. If you provide a NRA/ USCCA Instructor certificate or a MPCTC profile then you would receive a QHIC, which will expire one day prior the above expiration date. If you provide Classroom rosters/documentation showing proof that you have a minimum of 1-year experience ininstruction in the care, safety and use of handguns along with a score sheetshowing that you have scored an 80% or better on a police practicalcourse then you would receive a QHIL, which expires 4 years from the date issued.

    Respectfully,

BTW, I copied/pasted the email direct as I received it from them, typos and all :sad20::sad20::lol2::lol2:

I saw the two different certifications. The website I posted makes it seem like those are the requirements for both. So QHIC is cert based and QHIL is experience based.

    Red dot + Mark 4 + practice

Its doable. Take your time. And I'm an average shooter.
I am picking up a new Taurus TX22 Friday morning, and practicing all afternoon Friday. It will be OEM iron sights though. My eyes are getting old, so we shall see. I am shooting 12” groups with my 9mm and .45, hopefully the .22 will make the difference, I have never shot a .22 pistol.

So then the onus is on you to keep your NRA cert current so that you can reapply for your QHIC prior to expiry. That's no issue
Or teach some classes, submit the info they want, and get the QHIL which is good for 4 years.

You about gave me one!:lol2:I look forward to meeting you next week…… now back to worrying about how to get 16 holes in a 6” group @ 15 yards.:D

I have multiple red-dotted .22s you can borrow if you need. It's what I used in my instructor qual. Makes a huge difference.

QHIL says you can shoot and have experience teaching.

QHIC says you jumped through the NRA or other hoops.

I will say Ive meant several NRA instructors who couldn’t pass the shooting qualification if they had to requalify.

Unfortunately true, but I’d rather have a teacher who has experience teaching and can do what they are teaching.

Just because someone doesn't have a QHIL doesn't mean they aren't experienced or can't teach. It simply means they haven't jumped through all the extra hoops MSP requires.

I'll see what they say - I left the question very open ended. "Please provide an example of "proof"?"

More barriers. I only want this to make it easy for friends and family to schedule their renewal training. I don't even plan to charge for it.
How is it a barrier? They want someone they qualify as an official Instructor recommended by the state to have some experience.

Experience can be gained in a lot of forms. If they want proof they should list what qualifies at very least.

I'm not professing myself to be an expert in any way. I'm sure I'm competent enough to instruct a basic W&C course though.

Either way its a moot point since their website confused me.

The NRA basic pistol instructor cert is well known to be basically useless for anything beyond "I have a certification". I've personally watched more than a few dudes struggle with it at the HQ range, and what they were asked to do was no great challenge. If someone gives credentials as an instructor and puts any emphasis on that certification, huge red flag.

That said, it's not like the MD W&C training requires any great skill as a shooter or instructor. Bore people with a slide deck for 12-16 hours and then try to remediate their garbage grip and trigger control enough so that they can just barely pass a super easy qual.
