The approval sheet says "written notification of the disposition via the United States Postal Service within 5-7 business days".

Finished class last Friday,05Aug22 at 1600hrs, and they did the live scan prints with number as well right there in the office. Did the picture also and emailed the pic and live scan number to me.

Ok I'm in kind of a weird scenario here...

Still no approval or card yet.

This is for a renewal and my existing permit expires in about two weeks.
Are people allowed to carry while their renewal is pending and it's beyond the expiration date of the existing permit?

Though I expect that you WILL get your approval in the next couple of days, it doesn't really matter. They have your application, it's in their pipeline, and that information can be readily discovered by the MSP if a LEO does what it SAYS to do on your expiring permit: call them before doing anything else if the permit appears to have expired. You'll be fine. The odds of you having a LEO encounter where the permit plays a role before you have your new one in hand is near zero. But their own SOP takes this into account, which is why it says right on the permit under your expiration date, "PLEASE CONTACT MARYLAND GUN CENTER PRIOR TO ANY LAW ENFORCEMENT ACTION"

Yeah I'm pissed. Submitted 7/10 and it took them 11 days to accept. Meanwhile, there are people that submitted their app a week after me already have their permits. Their apps were accepted right away or in a couple days. They should be going by the order that the apps are received not accepted.

How you know if the card is mailed?
