Would someone please explain the scenario where if you get your W&C you get or don’t need the HQL? I don’t understand how that works.

I’m asking on behalf on my daughter who has some girlfriends that want to take the W&C training but don’t have their HQL.

If you get the W&C, they give you a free HQL, but I believe you must request the HQL

Kind of like a 'free gift with purchase.'
Where can you verify that? I'm applying for my W&C and don't really need the HQL although I was going to apply for it once I unscrewed my password for the HQL website. Also Why the $^&^ are there two sites and application processes?

That's what Sergeant Pickle of the MSP said during his interview with 2nd Amendment.

The HQL is only needed if one plans to buy or acquire handguns. If they get a carry permit first, they can request one at no added cost. See (d) below.

Ok read it and apologize if I dont get it but HOW do you request your HQL once you get your W&C?

    Handgun qualification licenses
    (d) The Secretary may issue a handgun qualification license, without an additional application or fee, to a person who:
    (1) meets the requirements for issuance of a permit under this section; and
    (2) does not have a handgun qualification license issued under § 5-117. 1 of this title.

There is a request somewhere on the licensing portal. Once you have your W&C, login and request it.

    One thing to note: timing.

Nobody knows when the W&C app will be approved. Could be a month, could be 90 days. For $50 you can still apply for the HQL and guarantee the HQL in your hand in 30 days.

You call the MSP in Pikesville, and they (she) will walk you through the process online - its exactly how I did it 20 months ago. I received the HQL a week or so later as I recall and bought my P365 the next day.

And that reminds me...I have to start my renewal soon.

Anyone know where? on the portal? I started into the HQL application and there doesn't seem to be anything about a W&C permit number

What two sites are you referring to? It looks to me like both applications are filled out on the same portal where you create new 77r's.

Thats a good point about the 30 days but if you do it prior wouldnt you need to pay an additional finger print fee. Not sure, Just asking
