    A: Hogan has "some say" in the process, but he too is awaiting guidance from Frosh.

    Sounds like a lawsuit is necessary to get some action here. My takeaway was that They honestly view Maryland’s law as unchanged until Frosh says so. Doesn’t seem to be any sense of urgency to restore civil rights.

    I asked the question about "streamlining" the process and how many 77Rs they process. Trying to get a feeling if they can handle the huge backlog.

    Ok guys I recorded the meeting basically up until MSP left it. Its in about 10 min pieces and they will be uploaded to youtube over the next day or two.

    Before anyone asks the screen is only the 2 faces, no chat and no names at the top. It will take a while to up load it all.
    As much as I like it, you may have an issue under Maryland’s wiretapping law. Since the parties on the Zoom call were all under the impression it was not being recorded (as stated numerous times), recording that conversation actually violates the wiretapping law. Just sayin’

    I agree. However, the Bruin brief repeats the phrase "citizens of good moral character" The CA AG letter repeats this phrase, even though Justice Thomas's decision clarifies that the constitution text as informed by history and tradition is the entire test. That's why I'd like to hear from my brothers and sisters who have gone through the process post Bruin. I can envision a eventuality where an individual MSP officer without specific guidance from the MD AG could interpret that quite broadly in their investigation. MSP isn't changing their investigator staff, and absent specific policies and procedures, they are likely to rely on muscle memory from doing investigations pre Bruin, looking for ways to insert restrictions on carry permits, based on the "reasons" listed in your application. For me any reason listed other than self defense is an invitation to continue inserting permit restrictions.

    More specific questions to ponder:
    1. What questions were asked in the inteview
    2. Were references questioned? if so what were the questions
    3. Were additional references solicited of the references given in the application?
    3. What social media review and or discussion took place? (While I have no objections to investigating my background for criminal convictions, I am concerned about the state making character determinations based on free speech I exercised 3 years ago. If you're a hammer everything you see looks like a nail.)
    It's only been a week since the Bruen opinion, are you really going to wait 90 more days so you feel safe in applying for a permit.

    MSP is not to be the whipping boy here. They're stymied by the Maryland AG. That is where the attention and angst needs to be directed towards.

    I really thought the Governor was supposed to direct the MSP about this.
    The Governor is bound by the State constitution, and can only administer and execute the laws as passed by the General Assembly.

    Frosh is the Attorney for the State government, and is tasked with advising the executive branch on how to enforce the laws as written.

    As AG, he can argue against court orders and decisions in the courts.

    ROUGH UPDATE/Salient point notes:

    Bruen effects/changes:
    MSPLD has no guidance from Frosh yet. Will broadcast it as soon as they get it. Check the MSPLD web page for official changes.
    For anyone with an application in process, there is nothing else to do. Applications without G&S will be held pending AG guidance.
    There is currently a "Personal Protection" category on the application, use that and "fill out the application as complete as possible. Don't leave anything blank."
    Retired or Honorably Discharged Military are still exempt from training.
    They only anticipate removing G&S as a requirement. All other requirements will probably remain.
    They punted on reciprocity, and there currently will be NO Constitutional Carry.
    Still no legal requirement to show W&C Permit if stopped, but it is recommended.
    Changes to the existing law have to wait for the MGA.
    Open Carry: ONLY with a W&C Permit, and use common sense, considering the current environment.
    HQL: Once you get a W&C Permit, go to the MSP web site and request a "Permit Exempt HQL". Specific instructions remain unclear.
    Training: ONLY the MD W&C Training can be used for the permit.
    Separate fingerprints are required for a W&C permit if you have an HQL, but not the other way around. Fingerprints are valid for 30 days until submitted. Once submitted, they will be retained "...for about a year".
    Lifting current W&C permit restrictions is being looked at, and will be addressed in the guidance.
    Resubmission of denied applications is also being looked at, and should be addressed in the guidance.
    MSP is looking at "streamlining the application process."

    Ghost guns: MD will recognize Federal S/Ns and MD PINs. The Feds will not recognize the MD PINs after 1 Aug. After 24 Aug, an FFL must use the Federal S/N. If there is a MD PIN, it must be registered; those with a Federal S/N need not be registered, but that is encouraged.

    Has anyone gotten one back approved yet with just using self defense as the reason for the license? I'm taking my class the 10th and 11th so I'm excited to know.
    It takes 90 days, it's only been a week since the ruling.
