Post 6/23/2022 MD Wear & Carry Permit Application

  • 1- Start out by logging in here... https://licensingportal.mdsp.maryland.gov/MSPBridgeClient/#/home
    2- Click on " Start HGP"
    3- Fill out the application noting the following before submitting is possible:
    ..A- You need to have Livescan fingerprints done to add the Livescan PCN # and upload receipt.
    ..B- You have to take the 16hr Wear & Carry class and upload the documents, or be training exempt (DD214, et al)
    ..C- You need passport photos (can be done at home)
    4- Under "Handgun Permit Category", choose "Personal Protection, Category Not Listed Above".
    5- When questioned about reason, add self-defense based upon The SCOTUS ruling on 6/23/2022
    6- Under Upload Documents for Personal Protection, upload a copy of this-- https://www.supremecourt.gov/opinions/21pdf/20-843_7j80.pdf

    Everything else is a matter of attention to details.
    New Jersey officially went Shall Issue the day after the SCOTUS ruling and it is just a matter of time before Maryland is forced to comply as well.

    ETA- California also went shall issue the day after the SCOTUS ruling. Maryland can't hold off for long.

    Plan on joining MSI and scheduling my 16hr class soon but going to hold off on the application till someone gets approved for self defense or Maryland at-least comes back as a shall issue state. Afraid of getting denied and having my Florida revoked because of the denial.

    Thanks for the update SG. Does anyone know of a place near ANP who does finger prints and photos for reasonable prices? I have used a google search and didn't come up with much.
    I think the MSP website has a list. I may be wrong though.
    I just looked at the FAQ page and the link is dead.

    It's been I few years, but I think I remember getting my Livescan fingerprints for my HQL in 2013 at Mid-Atlantic Regional Investigations at 1202 West St. in Annapolis. They don't have a website that I can find, but their phone is (410)280-1409 according to Google. It was quick and they were pretty inexpensive at the time.

    I wish I could be packing heat by July 10. If I could somehow make the Pastrami meet up and be packing, I would be "Pretty Pleased Protected and Pastrami'd"

    I wouldn't be surprised if MSP takes no action either way on post-ruling applications until MDAG has provided them complete guidance.
