    My 27 year old son and I decided to get into target shooting handguns. We each wanted to purchase a new gun and set up a small range in our woods.
    We have learned a lot since then. Our mistake was looking and picking out the guns we wanted. It was like holding a new present but can't have it.
    The middle of January we started. Researching what we liked. Finding who had what we wanted.
    Now need to get registered for a Safety / Handgun Qualification Class. It took until the end of February to get there. "Fantastic Idea". I've practiced gun safety since I was a kid and feel like everyone needs to be taught. Once in the class, I see the range of people taking the class. From a 21 year old young man to an older pair of single ladies. Mostly men like me going through the motions. We sat and listened to war stories mostly. The instructor was retired military and had the perfect background to teach this. But my morning could have been better spent.
    Now I have to get my fingerprints sent to the State.
    Okay now I go to put my deposit down on my new gun. The Gun shop says well that's fine but you need to file for the HQL. "HUH?" The old war dog was so busy trying to impress the ladies, I missed the part where I had to do this part.
    So I go home and get my son and I set on this. Now we paid another $55 and wait 3 more weeks.
    Back to the gun shop with our HQL number. Nope...not yet. Gotta get online again and file to buy the gun with the 77R. And wait another 7 days.
    This is the middle of march (almost) and still no new purchase. Oh, and I've spent time and about $325 just to have the State let me buy a gun.
    We live close enough to the Mason / Dixon to throw a rock into Pennsylvania. I know people that tell me how easy it is for them to purchase guns. Some of which Maryland won't allow me to have. And they can carry it on their hip.
    What the State of Maryland is doing is an embarrassment. We are the laughing stock. And they just won another court case that says a rifle that has a groove on the barrel is not allowed to be owned (sarcasm).
    The criminals have got it all figured out. And the law abiding citizens like myself are going to suffer because of this kind of crap. The do-gooders in office are ruining the 2nd Amendment.
    I hope that the older ladies that I took the class with stay the course and get the protection they are seeking before the criminals do.

    I agree with you 100%. MD was better before the Newtown shootings, when I first moved here (2011). Just to make you feel better, NY is 10 times worse. It was impossible to get anything other than a shotgun (when I left in 2008) and has gotten even worse.

    Welcome and condolences. Navigating the HQL and first handgun purchase process is, by design, meant to discourage you from owning a regulated firearm in MD. Once you realize that, you can only wonder how many people have just given-up after seeing the kind of rodeo they have to go-thru to get an HQL and finally be allowed to purchase a handgun. It's ridiculous. It's a violation of our 2A rights...and unfortunately how it works (for now) in MD. There are many here in the forums who simply refuse to subject themselves to all the BS just to buy a new handgun and I totally understand their reasons.

    But don't give-up! You've taken the right step by coming on Maryland Shooters and describing your hassle. There's a boatload of experienced owners, shooters, 2A activists here that can offer solid advice so welcome aboard.

    If I were going to offer advice, I'd tell any new resident to first find an FFL/LGS willing to mentally walk them thru all the steps of obtaining an HQL and first handgun purchase. When I finally got mine in 2014, I was lucky enough to have a friend who already had one. That made things a bit easier but, if a gun shop really wants your business they should go thru it with you from soup to nuts. That way, you would have some realistic expectations. The biggest PITA for me was finding time to get fingerprinted. I actually had to take a paid day-off from work to make it happen. Then, you have to hurry-up and wait for that card to come in the mail. Then, like you said, hurry-up and wait another 7 days. Fun, isn't it? If nothing else, you'll have a pretty good idea about the limits of your patience after it's all said and done and you're at the range with your son, finally doing what you should be able to do without all the BS.

    Is it worth it? It was for me but, as a veteran, I was able to skip the safety classes and get my HQL in the mail about 8 days after the fingerprinting part of it was done. Do yourself a favor and apply for your MD Designated Collector license after getting your HQL. It will make you exempt from the 30 day restriction on regulated firearm purchases. You'll still have to do the 7-day wait but, at least, they won't be able to prevent you from buying what you want and when you want it.

    The only thing it'll cost is your time to get it notarized and mailed-in. Takes about 3-4 weeks to get it after they receive it.

    If you give up or get discouraged, you are just giving them what they want. That is the idea, discourage self defense for the law abiding (not of course for the criminals who literally run Baltimore - Baltimore murders have only gone up since 2013).

    Once you get your HQL, get several. Because f!!! you Frosh, that's why.

    You can purchase an AR15 stripped lower reciever in Md without an HQL and it will exempt you from the training aspect of the HQL. A stripped lower by definition is a regulated weapon in Md (owning one exempts you from training) but no HQL needed to purchase (not a handgun). A sneaky way to get around one of Md's rediculous laws. Welcome to the forum.

    4: Have them shipped directly to your front door.

    5: Giggle like a couple of giddy school girls for bypassing Maryland's BS handgun laws.

    6: Take your C&R pistols to the range and shoot them.

    I am registered and vote Republican.
    I belong to this forum which I see now is the beginning to the my march for gun rights.

    Change to a democrat. Yes you will feel terrible but it is the only way to make a difference. Vote for the new guy (against a incumbent) or the least likely candidate to win. That is for primaries only come Election Day vote for the pro gun candidate
