Last night I was coming home and two "men" approached me and robbed me. Took my wallet, cell, and car... Is this G&S enough? I feel if I get robbed on my front walkway that should be enough for unrestricted use.

Probably not, unless you were working for your business at the time of the robbery. Sucks, but that is the way MD looks at "Apprehended danger"

If they have your car and wallet, they know where you live. Could come back to tie up "loose ends", sounds like "G&S" to me. Either way, I'd watch my back and change my locks if house key was with car key.
    Glad you were not harmed.

I'm going to be the outlier and say it's worth a shot.

Recently the HPRB overturned the MSP and gave an unrestricted permit to a guy who had his security lights taken off his house and his Jeep broken into. While he was not home.

I think you would have more than a fighting chance with the HPRB.

    I'm glad you're okay.

hopefully you're OK. The state police could care less if your assaulted. This event probably won't help unless you receive continued documented threats. A CC permit in MD is hard enough, an unrestricted permit is almost impossible.

Sadly, the MSP will determine that this was a crime of opportunity and therefore there is no additional threat personally hovering over you.

The HPRB may see things differently however.

    Most importantly, you are ok.

    This.

You will get denied initially, then appeal to HPRB. Keep us updated.

After being a victim of violent criminals myself, it's obvious to me that no government bureaucrat can decide for me if or when I need to be able to protect myself.
That's for me alone to decide. "Better to be tried by 12 than carried by 6" as they say. Not to mention the whole thing about getting some "permit" to exercise a right I already have goes against my religion. Good luck to you!

Has the argument been tested that by denying a permit, the MSP is assuring the applicant that they will not be the victim of a crime, opportunity or targeted? Is there a way to tie the rulings that police do not have a duty to protect into preventing then from denying an individual's right?

I assume it's been tried, but I've been awaiting the HPRB threads with bated breath for a short while.

OP, I'm very sorry for your troubles, and I'm very glad you're ok!

The above statement is sincere from me. It is NOT however enough if/when extended by our presently elected officials.

That the OP and thousands of others are alive today? That outcome rests solely with thugs, in their sole discretion, and while committing felony offenses, determining not to kill their victims. THUGS deciding! What's wrong with this picture? Or not succeeding in killing their victims in some instances.

And their victims, people who are oftentimes guilty of nothing more than walking down the street, have neither a vote nor in many instances a realistic chance. They have nothing more than a hope and a prayer. Our elected official's response to that reality is to stipulate, under threat of incarceration, that one's inherent right to an equal measure of self defensive capability be castrated, here in this the great State of Maryland. Makes my blood boil. I call that naiveté at best, and criminal negligence thereafter.

I wish you every success should you choose to pursue a "permit" to protect your life. Best I say no more.
