    Years ago I remember handgun sales between Maryland residents was perfectly legal. When exactly (M/D/Y) did our politicians put a kibash on that?

    Two residents can still sell a handgun between each other, they just have to go through a dealer or the MSP, do the paperwork, have an HQL, wait a week.

    This might be more what the OP needs.

    We can still do private handgun sales: we just can't do it privately.

    Buyer and seller meet either at an FFL gun dealer's shop, or a State Police Barracks. Fill out several pages of paperwork, pay a $10 fee by check (no cash!) and wait a week or so to make the actual transfer.

    Buyer needs to have the HQL, unless the gun is 50 years old or older.

    The law that was passed to regulate secondary sales was part of The Maryland Gun Violence Act of 1996. It went into effect Oct 1 of that year

    Rifleman - that is exactly the date I was looking for. The date the collecting of handguns became a lot less fun and funny thing, I don't feel one bit safer.

    F2F handgun sales have been illegal for a while without going to a dealer or MSP barracks.

    Transferring Rifle that was originally a lower?

    I am 18 so what are the rules for buying a rifle if the person selling the rifle originally bought just the billet lower and then built the rifle out completely. Because lowers are treated like handguns would it be legal for me to buy a rifle that started as a lower?
