    That is hilarious. So for a $40 stripped lower you can save yourself the expense of a HQL trainning class and get a ar15 lower to stick it to the man. Definitely not what O'Malley had hoped for.

    Once again that was language inserted by our guys in Annapolis. you know while we were wasting our time.. maybe we can do more this year..

    At some point you have to start feeling bad for the MDSP, knowing that they have to deal with how poorly the laws were written...
    Nah, I think for the most part they embrace them. Just read some of the first hand accounts of miserable dealings with barracks firearms transfers and CCW interviews. Of course I'm not implying "most" or even a majority, but, let's all agree there's quite a few that are/have been real pricks to deal with.

    It seems to me that when an interpretation is required, MSP always takes the position that is the most restrictive to law abiding citizens.

    I understand it is probably political, but it doesn't change the fact that some of their interpretations strain credulity or logic.

    My wife is deciding that she wants her own handgun. It would be her first.
    So I can transfer a lower to her and she would be exempt from the training requirement.

    Except she thinks a training class is a good idea. I'll have to explain the infringement part to her.

    Maryland Hunter Safety Class also qualifies and is probably even cheaper than a lower. Your wife can get her training, qualify for an HQL and if she ever wants to get a hunting license she will have that covered also.:thumbsup:

    Unfortunately not.

    The reason you can buy an AR lower (papered out as an "other") and build it into a rifle is that there exists a legal rifle configuration, being an HBAR AR. With an M14, the only legal configurations I can think of are SBR, pistol, or shotgun (or AOW or SBS I suppose).

    I wonder if one that was built as a manually operated rifle (by welding up the gas system) would be legal.

    We've had students us their regulated long guns for months as the training exemption and their applications went through. "Regulated firearm" meant ARs in the past, and lowers are now regulated, so they're good to go.

    question - I own an ATI AR Omni, presently chambered in .22lr - as such it wasnt considered a regulated firearm and did not have to go through a waiting period...however, it IS a multi-caliber platform(meaning I could swap out the .22lr upper for a .223 upper assembly. ATI even sells these rifles as a combo ppkg now) - can I use this as my exemption for the HQL Training?
