    I thought in Maryland you still needed an HQL; you could only buy C&R pistols without an HQL if you purchased outside of Maryland. And that the magazine limits still applied as a modern pistol.

    No, C&R pistols are exempt from the HQL inside of state lines. You do not need a C&R or HQL to purchase them but do need to fill out the 77R and wait 7 days. I believe there is a specific line on the 77R which the seller fills out which states such.

    You can purchase C&R pistols across state lines without an HQL or a transfer provided you have a C&R license. If you don't then it must be transfer through a Maryland FFL as usual.

    Ditto to 6pack - I'm pretty sure the HQL requirement overrides C&R on in-state transactions. And the magazine restrictions are definitely there whether a handgun is C&R or not.

    IANAL, etc., but check this carefully before you go shopping.

    Bert, are you sure about this? It doesn't matter much to me, I've got C&R and the damned HQL, but I thought the C&R was not applicable in sale/purchase within the State. "If it's a handgun and you're buying it within Maryland, you need an HQL" kind of thing...

    He is correct, the law states that C&R handguns are exempt from the hql requirements but must still be transferred as regulated.

    My understanding is that you cannot use your C&R license as a Marylander to buy a C&R firearm in Maryland. C&R handgun purchases in Maryland are exrmpt from the HQL requirement but still have to go through MSP.

    Last item in the HQL exemption list on the 77r. Still have to fill it oiut for in state purchases even with a C&R.

    No HQL required, but you do still have to complete a Form 77 for in-state purchases of C&R handguns. That is where the silly MD laws step in and ruin your C&R fun.

    Buy from out of state, you can have it shipped right to your door, no fuss, no muss.

    I am sure of this. No license of any kind required for C&R handguns purchased within state lines. You will need a C&R for out of state purchases though, of course.

    So if I wanted to sell my CZ-82 in state, there's a larger potential pool of customers (vs a non C&R handgun) because people need neither a C&R nor an HQL and just need to pass the 77R paperwork at MSP barracks? Sweet.

    That is correct. For all intents and purposes C&R handguns are treated nowadays just like all handguns were before FSA2013 was enacted. I think the 77R has changed slightly to reflect the new requirements but that's all that I know of.

    I bought 8 C&R handguns without an HQL and just to screw with MSP I bought 6 of them two at a time because my DC letter allowed it. Of the 8 I bought 7 over a two month span.

    Another potentially useful thing about buying a C&R gun for someone that doesn't have an HQL is that the buyer now has a regulated firearm in MD's eyes. Would this eliminate the training requirement for them should they seek an HQL, or did the firearm need to be obtained before FSA 2013 went into effect?
