People love to bash on the NRA, it seems to be a sport for the uninformed.

While I wasn't there I know from people heavily involved that the NRA has not abandoned MD.

    Right on!:party29:

I don't know why it is so popular to be anti-NRA. For some reason it has become a badge of honor to be a gun owner against the NRA. This IMHO is silly.

I've noticed this too! Gun control people, FUDDs, liberal gun owners, hardcore but ignorant 2A people, even some gun manufacturers who hope to use gun control to shut down their competitors - they all hate the NRA.

The 77r says any handgun made after Dec 31, 2002 it must have an integral lock. Those made before must have an external safety lock

Granted I'm looking at the old 77r, not the newer one.

Actually that is is only for dealers.

External Safety Lock - A dealer may not sell, offer for sale, rent, or transfer a handgun manufactured on or before December 31, 2002, unless the handgun is sold, offered for sale, rented, or transferred with an external safety lock. If a handgun, was it...

Unless they changed the new paperwork.

You are correct. It does say DEALER.

I have been asked by MSP to provide them when doing private transfers on handguns before. Private Sale.

But I don't know why it matters, you cant transfer a NFA device at MSP.

Instate NFA transfers don't need to go through a dealer.

I wonder how a C&R NFA transfer would work, since you don't need a MD dealer for those either.

I am just trying to think outside the box to get around their rulings.

Why is that? I thought there wasn't any NFA specific language in the bill. Because they are now treating them as handguns?

There is no NFA specific language. As usual, they are making it up as they go along.

I know reason need not apply to MD laws and I am far from completely educated on this subject, but I have a question.
Take the pgo shorty 870s from scotts. It's described as a modified pgo firearm. When you attach the short barrel yourself you have created a handgun which is supposed to be legal. If an sbs/sbr is now called a handgun, how is it that you can't do the same thing and make it yourself by installing a shorter barrel on a previously normal length rifle or shotgun?

Because you would be violating federal law and state law by making an unregistered SBR/SBS device with no tax stamp.

NFA is legal in MD if registered with the Feds.

The PGO 12 Gauges are not NFA, thus you have to contend with MD law if you make a handgun at home, per MD law.

Ok, Ive read this whole thing, and surprise surprise, im totally lost.

I have 2 AR lowers, that I bought before 10/1/13, and took possession of before 10/1/13. I want to make them into SBRs. They have not been made into anything as of yet, just bare receivers. I have no Trust.

So am I now screwed in turning these in to SBRs?

planed on making one a 10.5" barrel 5.56 and the other 12" .300

    my head hurts....

You would be fine making these into SBR's via form 1 because they are already BANNED Assault Long Guns. If they weren't BANNED ALG's then you would have to make sure they were longer than 29" OAL and only had one "evil" feature.
