    I searched and could not find this simple list in the mountain of search data, please point me in the correct direction if there is a clear summary somewhere.


    For those of you who have now been through the process, can you provide a list of the best, most efficient order to get the HQL application process completed?

    1) Training (if required)
    2) Finger Prints (Live scan)
    3) Fill out online forms and payment
    4) Add Livescan number to application
    5) Wait 30+ days?

    Does this look correct? Are there any other timing issues, other then the 72 Hr for live scan proof?

    I has suggested on Monday (I think) that it would be helpful to have a full screen-by-screen capture guide (appropriately redacted, of course) from someone's experience, just so folks will have an idea of the process.

    Personally, I don't plan on touching the site any time in the foreseeable future...

    I had my prints done in August for NFA stuff and used that PCN number on the HQL application. Everything went through and is "Active" as of yesterday with an HQL number too. Just waiting for the actual license in the mail now.:thumbsup:

    What do you get from Livescan that needs to go to MSP and how is that accomplished?

    1) Training - Right now it looks like a DNR Hunter Safety class is the easiest. Of course, if you are prior military (honorably discharged) or already have purchased a regulated firearm (does not have to be a pistol), you are exempt from training. Interestingly, the online form asks what State the regulated firearm was purchased in, so it seems you do not have to have purchased in MD. Although, I would think long and hard before admitting any regulated firearm that was not already in the MD system

    2) Finger Prints - Pick and place, go and get your fingerprints done. We did Live Scan in Glen Burnie, because it was closest, open on that day. Not the cheapest. No appointment needed. If you do Live Scan, you can fill out the paperwork online before you go, and be even quicker. I think we were in and out in 15 minutes. They give you a number that you will need for the application process.

    3) Fill out online forms - Just fill them out. Not rocket science. Payment is the last step. You will put in the Process number from your fingerprinting as part of filling out the form.

    The online process has a step to upload scans of documents, like a DD214, Discharge Certificate, Training Certificate, etc., fi required.

    You do have to create an account if you do not already have one. But the system is smart enough to automatically fill in the application with the information you gave when you created the account.

    4) Send in Live Scan info - Not needed, the fingerprints are already there, you just give the Process number as part of the application.

    5) Wait - People are already reporting approvals showing the system. Card is supposed to show up with 14 days after approval. So wait time looks to be a max of 23 days, AS OF NOW.

    I thought the prints had to be submitted within 72 hrs.?? Glad it worked for you,just trying to clarify.

    That's what the MSP site said but I thought I'd try it out with my old info. I figured worst case scenario, they say it's not acceptable and put a hold on my HQL application until it's complete.

    It looks like you can register yourself before you get prints. That's what I've done. I intended to run right out and do the prints but I just can't get time away from work, household chores, matches and just plain life to go get the fingerprints done.

    So, step 0 could be register.

    your step 4 of sending in livescan info is not necessary. You're given a number after you get your scan done and you just enter that number online when filling out the HQL info (so it's part of step 3).

    Based on collective experiences by MDS members so far, step 5 may be better stated as 3 -10 days for processing ("Active"), and then 7-14 days thereafter for mailing of the official card.

    If you are going to use training exempt with a prior regulated firearm purchase, make sure you have the firearm or p/w handy. The system will prompt you for make, model, S/N, caliber, etc....

    I think he means to start the online application process. To do that you need to "Register" yourself and provide unique identifying information to prove you are you.

    You can get online and enter some basic information like your name, address, username & password etc...

    That's where I'm at now - name, address, etc... entered in their system.

    Step 2 is to then apply and that is when it wants information from your fingerprint scan.

    I think what most people are doing is getting the scan and doing the online stuff in one step.

    But I haven't been able to get out and get my prints done due to this job of mine! See I have to work to support a potentially infinite number of people on welfare having a potentially infinite number of children.

    So I don't get a day off to get my prints done.:mad54:

    I took my hunter safety class in New Jersey a few years ago. I still have my course certificate and an expired NJ hunting license as proof that I completed the NJ hunters safety course. Does anyone know if this will be accepted for the HQL training requirement? I know Maryland accepts it for issuing a hunting license.
