    In a legislature, a special session is a period when the body convenes outside of the normal legislative session. This most frequently occurs in order to complete unfinished tasks for the year (often delayed by conflict between political parties), such as outlining the government's budget for the next fiscal year, biennium, or other period. Special sessions may also be called during an economic downturn in order to cut the budget. In other cases, a special session may be convened to address special topics, or emergencies such as war or natural disaster.

    So do you think the Gov will consider HB597 a "Special Topic"???

    I'm really sorry that the house didn't have a live video feed. Sounds like it would have been a fantastic show.

    There was an interesting comment right near the end of the House stream. Something to the effect of: "The way that last bill was passed was a disgrace, suitable to the government of Panama or some banana republic, not the Maryland House of Delegates."

    The bill-related posts pretty much stopped around Page 40 something.

    The rest was just everyone watching it all play out until the clock ran out. But then talk of MD special session, so who knows?

    It can be, so can some other super legislation if there is no stay from Legg

    Its whatever Miller, Busch and O'Malley want it to be ...

    I can't think of a better bunch of folk who to stay up late with, have a few drinks and listen to the state senate.

    'Till the next session.

    Tonight has been different, that's for sure.. told the wife I couldn't come to bed cause I was listening to the MD senate debate.. that got no response.

    If I heard correctly, they can call a special session for "other issues"; but bills have to be "re-introduced" and go through all the readings. Good thing is I THINK that would give us some warning to react...but they'll probably try again to sneak it through.

    How much time does Governor have to call the special session?

    IIRC (and the last time I had to know this was *ahem* a few years ago) the governor can call a special session any time the legislature is not in session, upon petition by a simple majority of the members of each house. Special sessions last 30 days, cannot be extended, and bills not germane to the charge of the session, while within the bounds of established procedure, are usually smothered in procedural committees.

    The ONLY reason 579 didn't get passed seems to be the swell of phone calls and emails. Perhaps Legg's ruling gave people in md a backbone for once. I'm still shocked at the number of people that have NO CLUE about woolard, Legg, or that md's "good and substantial" was ruled unconstitutional. It seems as a community, we have a great opportunity to spread the word and plant seeds of 2a freedom in everyone's minds while the lawmakers are off doing whatever they do in the off-season. The more people that we can get to think of the right to carry as a potential reality, the better for our turnout.
