Does anyone know if there is an authoritative answer to whether a M201A1 igniting fuze is a NFA item? I recall there was some talk about the ATF saying that it was a year or two ago, but I could not find a definate answer.

A friend :innocent0 might have 10 of these hanging around and is trying to decide whether he can sell them.

I understand that… but how much is the cutoff and where can that number be found?

For those who do not understand the issue, M201A1 fuzes contain very small amounts of a flash powder: .05 grams (the exact same amount of flash powder allowed in non-regulated “ground” fireworks – more is allowed for aerial fireworks).

Both flash powder and Potassium Perchlorate (a component of the M201A1’s flash powder mixture) are on the ATF’s “Explosive Materials” list. Then again, other things on the list include: black powder, gun cotton, igniter cord, igniters, safety fuse and smokeless powder. So the mere fact that it contains a little flash powder or perchlorate should not be enough to make it a DD. The problem is that I have no idea where the ATF decided to draw the arbitrary line this week.
