HB517 Recap (Was "Information on Getting There")
Excerpted from the latest MSI update:
HB-517 is the most important, most threatening bill this year. It would impose a 5 cent per round tax on ammunition, create and keep a database of who bought what ammo, and impose a $1000 fine for having ANY un-encoded ammo (historic, old stock, or reloaded) ... all reloading would be banned. At this point there is no manufacturer of ammo that is set up to do any encoding. Few, if any, manufacturers would be willing to retool just to service Maryland. This could very well be a ban on all ammo, period. If you ever want to shoot, this affects you. If we let this bill pass here it will make it easier for it to pass in other states around the country. We need to stop it here. There are basically two ways to fight this bad piece of legislation -- show up at the Hearing, or contact the committee members and your representatives. It is best if you can do both. Hearing: The Hearing for HB-517 will be in the House Bldg., 6 Bladen Street, Annapolis, in the Judicary Hearing room - on the first floor just to the left after you enter the House Bldg., at 1 PM on this Tuesday - February 26th. Directions: From Route 50: Take Exit 24 onto Rowe Boulevard towards Annapolis. Park by the Navy-Marine Corps Stadium: Turn right at the 2nd light onto Taylor Avenue and then take the 5th right (Gate #5) into the $5 a day parking lot on the far side of the Navy-Marine Corps Stadium (where you see the jet fighter plane). Walk to the bus stop shelter, where you can catch a free shuttle to the downtown and government buildings. The Shuttle runs every 15 minutes. There is NO parking available at the Miller Senate, Lowe House, or State House buildings. Shuttle Bus: Get off the Shuttle at Lawyers Mall. Ask the driver to tell you when you get there (it's about the 5th stop). As you get off the bus at the bus stop, Legislative Services Building will be directly in front of you, and the Lowe House Building will be directly behind you. Crossing the street (College Avenue) at the crosswalk you will go straight down Bladen Street along the left side of the House building 3/4 of it's length to the public entrance. YOU WILL GO THROUGH SECURITY AT THIS POINT AND YOU WILL NEED SOME FORM OF PHOTO ID TO GAIN ENTRANCE TO THE BUILDINGS - no knives, guns, etc. __________________ Maryland Shall Issue is what stands between your rights and those that wish to infringe upon them. Looks like they do not have it on the schedule for the Ways and Means committee http://house.state.md.us/2008RS/hear....htm#w_m080226 but it looks like it still is on for Judiciary Committee but if you read the comments, it states it's joint between W&M and Judiciary http://house.state.md.us/2008RS/hear....htm#jud080226 .

The bill you are referring to is House Bill 517. You may review the bill at the state web site at: http://mlis.state.md.us/2008rs/billfile/hb0517.htm I find it hard to believe that this bill could pass. However, stranger things have happened. So far there is no cross filed bill in the Senate. It is doubtful that a bill will be put in at this late date. Here is a short summary of the bill: Synopsis: Authorizing a person to sell ammunition for a regulated firearm on or after January 1, 2009, only in accordance with the Act; requiring an ammunition manufacturer to encode ammunition for a regulated firearm in a specified way; requiring the Secretary of State Police beginning on January 1, 2009, to establish and maintain an encoded ammunition database; imposing a tax of 5 cents per round on the sale of encoded ammunition beginning on January 1, 2009; etc. The hearing is on 2/26.
