IANAL, but if the firearm itself isn't in MD, why would you register it?
If you have established residency already, and it's more than 90 days, and then you bring the firearm in, then I would register it immediately. If you've been a resident for less than 90 days, and then you bring it to MD, then within those 90 days I'd register it. But these are just my non legal observations.
