Jury is still out. Although, most believe/interpret the new laws as SBR's will be legal to transfer after Oct. 1st. We'll see, said the blind man.

Only if it's under 30" OAL, or has two evil features. The truth is, the vast majority of "serious" AR-15 SBRs will remain legal to manufacture. Only the stupid ones with < 10.5" barrels might run afoul of the ban.
SBR is defined in MD the same as a handgun. What is funny, the evil guns MD wanted to ban because they look scary, were missed due to the gun grabbers stupidity.
The new law takes effect after 10/1, make sure the SBR doesn't have a fixed magazine greater than 10 rounds.
Remember, we Marylanders are blessed with 2 Constitutions, the U.S. and the Maryland one which is subject to wild interpretation. We have to jump through 2 hoops to exercise our 2A rights, and the second hoop keeps getting smaller! If you don't like our gun laws, just wait, they are sure to change.

The problem is the definition of an SBR in MD state code:
The fundamental problem here is that the very definition of "SBR" states that it's a rifle. That gives the AG some wiggle room to apply the copycat tests on them. Do I think that's probably a misapplication of the law? Yes. But I need people to understand that some of these worries are not baseless.
Oh, SBR sales will shoot through the roof if it turns out that you can dodge it all with one of those. That said, they're not appropriate for every build...
