    That's basically where I was going with it. But it sounds as if the House Speaker can simply block it from a floor vote so unless the Speaker is going to buck his party, it seems like a pointless exercise?

    I believe a discharge petition can force a floor vote if worded right.

    We need to identify the Republicans that the poster believes would not support a discharge petition.

    The Souther . Md republicans said they had never heard of it and didnt think it would work so they wouldnt even try it,pissed me off.
