    Yes you can buy an 80%lower and finish it yourself. No paper work involved. Just don't sell it without going through the proper procedure. A stripped lower is different. That is considered a firearm.

    You can buy a stripped lower. Fill out a 77r and wait 7 days.

    The only things you can legally build now are an HBAR or a pistol. If you make it into a rifle it cannot later be built into a pistol.

    You can build a rifle from a pistol however.

    i must be misunderstanding something. i thought 80% and 80/20 are the same.

    Two different ways of saying the same thing. Keep in mind you have the same restrictions when you complete it. It's illegal in MD to build it into a non-HBAR .223/5.56 rifle.

    Or an SBR. :)

    And if you build a pistol, you can convert it to rifle, and later back to a pistol.

    But if it starts as a rifle, it must stay a rifle (or SBR).

    For a rifle to be legal in MD, it's OAL must be 29" or greater and can have a flash hider, a folding stock or a grenade launcher, but only one of these.. These are known as copycat features under MD law.

    OAL=Overall length.
