Being as a permanently affixed muzzle device is required to gain legal length, I would think it would have to be a permanent fixture to be legit.

Just a guess on my part, but I would think that if it's not part of the firearm, it's going to be illegal. Like Outrider58 said, if a muzzle device needs to be permanently attacked, I doubt a slip on butt pad will fit the bill. BUT... I don't think the law doesn't addresses this issue, so who knows.

Like Chad said, if the pad uses screws to attach, it counts towards OAL. If it is literally a slip on pad, it won't count.
