Just a guess on my part, but I would think that if it's not part of the firearm, it's going to be illegal. Like Outrider58 said, if a muzzle device needs to be permanently attacked, I doubt a slip on butt pad will fit the bill. BUT... I don't think the law doesn't addresses this issue, so who knows.
Don't ask, don't tell? If you're wrong, you'd probably only have to sleep with Bubba for 5-7 years.
Not sure what kind of stock you are using, but I used a piece of aluminum block between the hinge and stock to get to length. I'll try to get a pic and post it.
