    Cliff notes:

    Vinny DeMarco in attendance
Frosh quotes Webster “study” on CT and Missouri
Speaker mentions he owns guns but doesn't want them on Campuses to protect his grandkids
Frosh – 600+ turned away from HQL for DV and violent crime. (Have they been prosectuted)
Frosh – terrorsit prohibition on getting firearms
    Frosh – continuation of 2013
Sen Matellino – Gun free campuses.
Sen Matellino – guns on campuses lead to gun violence.
Sen Matellino – dispel myth of James Bond
Del Clipenger – Terror watch list, Sen Rosepepe – cross file
Del Clipenger – since 2004 FBI searches terror watch list everytime it does a background check for the sale of a firearm.
Del Clippenger – No federal law prohibiting people on terror watch list from purchasing a firearm.
Del Clippenger – NJ has a state law using terror watch list to prohibit firearms purchase.
Del Clippenger – FBI will follow State law on terror watch list prohibition.
    Sen Raskin – DV
Sen Raskin – Convicted of DV or felony, already prohibited from owning a firearm.
Sen Raskin – Problem is judges have not been telling offenders that they must turn in their firearms. (Courtwatch Montgomery)
Sen Raskin – chance of woman or child being killed in a DV situation go up 500% with a firearm in the house.
Sen Raskin – Unfair to those convicted of DV that they are now in violation of state and federal law by not turning their firearms in.
Sen Raskin – 48 hours to turn in, additional 3 days to report forfeiture.
Sen Raskin – not a 2nd amendment issue, DV offenders already prohibited from owning firearms law passed and not challenged, improving implementation of this law.
    Del W.Smith – DV bill
Del W.Smith – surrender firearm in 48 hours, 5 days to report surrender, makes offender aware of 5 year mandatory sentence if found in possession of firearms.
Del W.Smith – Support of several 2nd Amendment organizations.
Del W.Smith – guns responsible for 74% of the DV related deaths 2013 – 2014 in MD
    Del W.Smith – 2015 – 42 DV deaths, 23 (55%) guns used.
Liz Bynac (sp?) - Marylanders to Prevent Gun Violence Director of Communications gets to speak.
Liz Bynac – We all know of people in Maryland whi should not be in possession of dangerous weapons
Liz Bynac – terrorist should nit have a gun
Liz Bynac – people convicted of DV should not have a gun
Liz Bynac – women and children in a DV situation are 500% more likely to be murdered if a firearm is present
Liz Bynac – repeats number from Del W.Smith
Liz Bynac – Places where guns should not be permitted such as colleges and universities.
Liz Bynac – Stand on the shoulders of FSA2013 and a continuation of those laws.

Question: Isn't this really a problem with the judges not telling the offenders yo have to surrender your firearms, the problem is the judges aren't enforcing the law.
Answer: Raskin – Multiple collateral consequences to lots of criminal convictions, and the judges don't, as a matter of course, don't tell everybody every conceivable consequence.

Question: Do you think that is intentional, I mena this one seems serious, do you think that it's intentional?
Answer: Raskin – I think that they are busy they've got other things on their mind, and it's our responsibility as the General Assembly to safeguard the public safety and the public interest in general. If 125 out of 125 were telling offenders they need to surrender their firearms we wouldn't be here, but they aren't so we need to create a procedure for it. So this says not only must the judges tell the offenders they have got to turn over their firearms, but it also creates a procedure for it.

Question: Are there penalties for judges not complying
Answer: - Raskin – No, but they are judges and they will comply

Question: Mass shootings on campus, how does this law prevent mass shooting from happening on campuses, does it prevent a mass hooter from bringing a gun on campuses.
Answer: Matellino – The bill isn't about mass shootings, it is about the shootings that occur when it is a one on one. We have to move beyond this hollywood image of if we all had guns we could fire back and stop a mass shooting. Not sure if a law like this would have stopped VA Tech. We are trying to make sure it stops violence on campuses.

Question: What about for self defense, say a rape victim wants to carry a pistol?
Answer: Matellino – One of the things we need to point out is one of the leading causes of death by handgun is suicide, is not a murder. We're trying to say, look, this is a place where so many other things are going on in ones life, that guns do not belong in this atmosphere.

Question: But what about a rape victim that wants to carry a pistol for safety.
Answer: Matellino and off camera – Guns don't belong on campus; It's a sanctuary, a gun free sanctuary. A college campus is going to be a gun free sanctuary, they don't belong on our college campuses for anybody.
