MSP signing form 1's? (SBR)

    Is the MSP signing form 1's as of today?

    To my knowledge in order to SBR a current rifle you fill out the form 1, get the MSP to sign off on it, then send the form 1 (with MSP signature) and $200 off to ATF correct?

    My brother is still waiting for his Form 1 to come back from MSP, he dropped it off in the first week of September.

    I took my Form 1 to my local CLEO and it took him exactly one month.

    After I got my form 1 with signature back I mailed in the following documents:
    - (2) Form 1 printed on front and back
    - (2) Form 5330.20
    - (2) Livescan receipt
    - (2) Blue finger print cards
    - (2) Passport sized photos
    - $200 check

    so any idea if your able to do it... today?

    And I guess its not as simple as dropping it off at your local state police barracks for a signature

    So where exactly does one go to get this signature from the MSP? Who has the authority to sign off on this?

    From what I read, MSP was only going to approve SBR Form 1s for those who submitted before 10/1, and after that they would be disapproved. My recollection could be wrong, and what I read could be wrong. Obviously that would apply to SBRs made from now-banned weapons (e.g. AR-15); if you want to make an SBR out of a non-banned rifle (can't think of an e.g.), I assume it's still fair game.

    I still think this is a huge gray area. There is a length requirement for rifles, but MD has always treated SBR's as pistols. They are not specifically banned in SB281. You can't have a rifle shorter than 29", but a SBR is not mentioned.

    Didn't MSP state at the very last dealers meeting that any AR 15 bought or transferred after 10-1 would be banned? Not saying that's the final rule but that's what I recall being posted.

    So that leaves using a Form 1 for a pre 10-1 lower as your only option.

    You can't Form 4 anything banned after 10-1.

    I think this remains to be seen... no one's tried it yet. Especially to a firearm that was already in MD before the Oct 1st date. Thusfar, SBRs have always fallen under Fed scrutiny outside of MD's regulated policies, and SB-281 doesn't ban them specifically.

    I haven't reviewed the new COMAR though, they may have "fixed" this already or issued a ruling which clarifies their legal standing.
