    does SB281 replace the Assault pistol ban?, then if it did, would a person who owned an assault pistol prior to oct 1st 2013 but was a resident of another state be allowed to register their pistol? Would not the pistol fall under the same out of state provisions as say a non hbar AR15?

    SB281 does not replace the AP ban, it just expands it to long guns also.

    (a) Except as provided in subsection (b) of this section, a person may not: 20
    (1) transport an assault [pistol] WEAPON into the State; or 21
    (2) possess, sell, offer to sell, transfer, purchase, or receive an assault 22 [pistol] WEAPON. 23
    (b) (1) A person who lawfully possessed an assault pistol before June 1, 24 1994, and who registered the assault pistol with the Secretary of State Police before 25 August 1, 1994, may:
