Correct. Face to face firearm sales, even handguns, are legal. Anything beyond the cash is for CYA feelgoodiness.

We are good to do face to face on long guns and hand guns. I check ID and CHL if possible. I also always do a bill of sale. Some people don't like that but I like to cover myself. What you selling or buying?

I am buying a Mossy 500 20 ga and turning it into a house gun for my wife and mom. I'm ordering an 18 inch barrel for it.

I have sold two handguns in my life. A charter arms and a .22 ruler stainless 8 inch bbl. I still have the bill of sales from the 80's. You never know when the gun may be used in a crime.
Some people you want to go triple bag.

In West Virginia, you can purchase a handgun through a private sale legally at the age of 18 AND open carry it. You have to wait until 21 to get your CHL to conceal, except in extremely limited (special) circumstances.
The 21 requirement still applies to FFLs, which must abide by Federal laws.

Yep, takes some getting used to, but i have my bill of sale printed out. Selling a stripped lower that I no longer needed.
