okay from what i've gathered, yes they are legal to own and/or build 
but...
if i currently do not have a lower to build off of, what are my options?
i'm under the impression that MSP has said lower receivers are being considered "copycats" and therefore banned, which is why you can no longer purchase lowers or have them shipped here.
if the law does not specify lowers as being banned, and you can theoretically build a lower into a non-banned configuration,
would it be possible to buy something like this...
